Shenzhen plans to introduce chip manufacturing lines to break through shortcomings

Integrated circuit is the core of information industry. Reporters learned from the latest issue of the Shenzhen People's Government Bulletin on May 15 that the Shenzhen Municipal Government recently issued "Several Measures to Accelerate the Development of the Integrated Circuit Industry" and "Shenzhen Plan of Action for Further Promoting the Development of the Integrated Circuit Industry (2019-2023)" to promote the breakthrough and overall upgrading of the integrated circuit industry in Shenzhen.

The "Several Measures" introduced a number of measures with "gold content":

In terms of supporting enterprises to grow bigger and stronger, the "Several Measures" stipulates that Shenzhen integrated circuit enterprises will be awarded one-time rewards of 1 million yuan, 2 million yuan, 3 million yuan, 4 million yuan and 5 million yuan for each step of their annual business income, which breaks through 100 million yuan, 300 million yuan, 500 million yuan, 1 billion yuan and 2 billion yuan for the first time.

In support of breakthroughs in key core technologies, the "Several Measures" proposed that each year, the competent government departments should solicit product needs, select projects, and face the global bidding reward task acceptance team. According to project needs and expert evaluation results, the units (or consortia) that undertake and complete the core technology breakthroughs should be given up to 50% of the research and development cost of the technology.

"Several Measures" encourages universities and scientific research institutes to carry out research and development of frontier technology, and awards 10 million yuan to those who have won the highest national science and technology award; 3 million yuan, 2 million yuan and 1 million yuan to those who have won the National Natural Science Award, the National Technology Invention Award, the National Science and Technology Progress Award, the first prize and the second prize, respectively. For our city's integrated circuit enterprises to carry out technological renovation by means of financial leasing, the "Several Measures" put forward that the discount should be given according to the five percentage points of the interest on financial leasing. The discount period should not exceed three years, and the individual project should not exceed 15 million yuan, and not exceed the enterprise's financing cost. "Several Measures" encourages IC enterprises to raise funds through direct financing such as listing, acquisition of holding listed companies and listing of the new third board, and to grant subsidies up to 10 million yuan in stages.

The Action Plan proposes to break through the shortcomings in chip manufacturing and advanced sealing and testing, while developing the strong board to enhance the competitiveness of high-end chip design industry. Take the leading enterprises as the carrier, positively lay out high-end general chip technology research and development for data centers and servers. Relying on the advantages of Shenzhen's electronic information industry, we will strengthen our product development capabilities around the market demand of 5G communications, artificial intelligence, intelligent terminals, Internet of Things, automotive electronics, ultra-high definition video and other high-end emerging applications.

The Plan of Action also proposes that relying on local key telecommunication equipment enterprises and universities, introducing well-known domestic application, device and material enterprises, and jointly establishing an innovation center for 5G medium and high frequency device manufacturing industry, taking the needs of the whole machine enterprises as the guide, developing materials, manufacturing, packaging and application technologies for 5G medium and high frequency devices, promoting industrialization of achievements and enhancing the competitiveness of the whole communication machine products.
